A kingdom on the mainland ruled by hobgoblins, occupying much of what we know as Afghanistan and Pakistan. Barbarian tribes of orcs keep the northern boundary inconstant, as various chieftains are subjugated into Chulan Toz, or break free. Most pay some sort of tribute.
Within the kingdoms, the hobgoblins keep goblins and orcs under strict authoritarian rule. A few bands of bugbears have been assimilated into the kingdom. More live wild in the remoter hill areas. The hobgoblins have the goblins and orcs building vast underground cities.
For a long time, Chulan Toz has been occupied with territorial squabbles with the dark dwarves who live underneath, but in the past couple of years, some sort of accord seems to have been reached.
